difference if they have a big enough budget to overcome family
disadvantages.
Public money on the other hand
should not be used "excessively" and to use public money to help children from
disadvantaged family is an evil and public money going into
the hands of dishonorable
despots is better.
Therefore families must fend for themselves not
expect help that requires public money, for that money must go into
the pockets of despicable despots.
